Description | There are 10,405 bridges on the Missouri Department of Transportation (MoDOT) system with at least 1,093 in Condition 3 (serious) or Condition 4 (poor). The Missouri Safe and Sound Bridge Improvement Program replaced or rehabilitated 802 of these bridges. Of the 802 bridges, 248 bridges were selected by MoDOT for rehabilitation. These bridges were put out to bid in groups based on location, type or repair work, or project size. The remaining 554 bridges were replaced. MoDOT grouped these individual projects into one single Design-build contract. KTU Constructors was selected to complete the construction of these bridges by December 31, 2013. Initially anticipated to take five years, the entire program was completed after just 3.5 years in November 2012. |

Duration / Status | Rehabilitation via design-bid-build contracts began in late 2008 and reconstruction under the design-build contract started in fall 2009. The program was completed on November 9, 2012, 18 months sooner than initially anticipated and more than one year ahead of the design-build contractor's promised schedule. |
Financial Status | MoDOT sold indirect GARVEE bonds to pay for the program, with 24 annual payments of approximately $50 million, which is about one-third of the Federal-aid bridge replacement funds it receives each year. These bonds are considered indirect GARVEE bonds because Missouri pledged all Federal-aid construction reimbursements when it issued its debt. |
