Description The project consists of the construction of the eastbound span of the George V. Voinovich Bridge (formerly Innerbelt Bridge) carrying I-90 over the Cuyahoga River in to the City of Cleveland. A new $293 million westbound span was completed as a separate design-build project in November 2013 and accommodated all traffic until the completion of the eastbound span. Demolition of the existing Innerbelt Bridge, which at over 60 years old and had exceeded its useful life, took place in July 2014. Each new bridge carries five lanes of traffic increasing capacity by 25 percent.

Financial Status


  • Although originally contemplated for ODOT's first use of a design-build-finance P3, the eastbound span was ultimately constructed under a design-build contract, just like the westbound span.
