
All TIFIA assistance will be awarded based on a project's merits and its satisfaction of TIFIA statutory requirements. The USDOT will utilize a periodic fixed-date solicitation that will establish a competitive group of projects to be evaluated against TIFIA program objectives. Each potential applicant must first submit a detailed Letter of Interest using the USDOT form to describe the project, detail how the TIFIA statutory selection criteria are met, and outline the proposed financial plan, including the requested credit assistance. After concluding its review of the Letters of Interest, the DOT will invite complete applications (including the preliminary rating opinion letter and detailed plan of finance). An applicant may submit an application only after the TIFIA Joint Program Office confirms the project's basic eligibility and readiness. Upon receiving such notification from the USDOT, the applicant may submit its application package with all required materials. The USDOT will not review incomplete applications or applications for projects that do not satisfy TIFIA requirements. Further details are available in the Program Guide and application forms.

The DOT will review this preliminary submission to determine whether the project meets the basic requirements for TIFIA participation and will contact the applicant subsequently to review the project's eligibility and readiness to apply for program assistance.

Upon receiving the DOT's notification that the project meets the basic eligibility criteria, the applicant may submit an Application (DOC). The application due date will be established after consultation between the TIFIA Joint Program Office and the applicant. The DOT has created a template to assist the applicants in preparing the required Executive Summary; it identifies the specific information that must be provided to the DOT. This Executive Summary (DOC) must be submitted electronically by attaching it via email to TIFIACredit@dot.gov concurrently with submission of the application package in hard copy. Sample templates are available for the TIFIA Loan Term Sheet and Loan Agreement. The term sheet is a contractual agreement between the USDOT and the borrower setting forth certain business terms and conditions that must be met prior to execution of the credit agreement. The credit agreement is the definitive agreement between the USDOT and the borrower (and the guaranteed lender, if applicable), specifying all terms and conditions and authorizing the disbursement of TIFIA credit assistance to the project.
