FEDERAL-AID POLICY GUIDE - CHANGE

Transmittal 6

  1. PURPOSE. To transmit new and revised pages to the Federal-Aid Policy Guide (FAPG).

  2. BACKGROUND. This is the third transmittal incorporating into the FAPG Federal-aid policies and procedures previously issued in non-directive format (e.g., memorandums).

  3. COMMENTS

    1. Current non-regulatory guidance material, which was previously issued in non-directive format, is being incorporated into the FAPG as follows:

        (1) NS 23 CFR 626 is revised to incorporate relevant provisions of the following memorandum: Pavement Design dated November 21, 1990, signed by the Executive Director.

        (2) NS 23 CFR 630C is revised to incorporate relevant provisions of the following memorandums:

          (a) Additional Interchanges to the Interstate System; Notice of Policy Statement dated November 8, 1990, signed by the Director, Office of Engineering (Attachment: Federal Register Notice of policy statement issued October 22, 1990);

          (b) Request for Additional Access to Full Access Controlled Interchange Ramps dated March 22, 1977, signed by the Director, Office of Engineering;

          (c) Closures or Partial Blockages of Interstate Highways dated November 14, 1986, signed by the Federal Highway Administrator; and

          (d) Delegation of Authority: Locked Gate Access Points on the Interstate System dated June 28, 1991, signed by the Federal Highway Administrator.

        (3) NS 23 CFR 752 is established to incorporate relevant provisions of the following memorandums:

          (a) Vending Machines in Safety Rest Areas Constructed or Located on the Interstate Highway System dated March 11, 1983, signed by the Associate Administrator for Engineering and Operations;

          (b) Vending Machines in Safety Rest Areas Constructed or Located on the Interstate Highway System dated March 13, 1984, signed by the Associate Administrator for Engineering and Operations; and

          (c) Abandonment of Interstate Safety Rest Area Facilities dated December 11, 1985, signed by the Chief, Highway Design Division, Office of Engineering.

    2. The memorandums listed in paragraph 3a are canceled. Additional Federal-aid policies and procedures previously issued in non-directive format will be incorporated into the FAPG in the near future.

  4. REGULATORY MATERIAL. The pages transmitted by this change contain no regulatory material.

  5. ACTION. Each recipient office is responsible for filing the attached FAPG pages into the binders provided.
