FEDERAL-AID POLICY GUIDE - CHANGE

  1. PURPOSE. To transmit new and revised pages to the Federal-Aid Policy Guide (FAPG).

  2. COMMENTS

    1. The FAPG is being updated to include a number of Federal-aid regulations previously published in the Federal Register: (1) 23 CFR Part 1, General; (2) 23 CFR Part 140, Reimbursement; (3) 23 CFR Part 420, Program Management; (4) 23 CFR Part 625, Design Standards for Highways; (5) 23 CFR Part 635, Construction and Maintenance; (6) 23 CFR Part 650, Bridges, Structures, and Hydraulics; (7) 23 CFR Part 655, Traffic Operations; (8) 23 CFR Part 1204, Uniform Guidelines for State Highway Safety Programs; and (9) 49 CFR Part 24, Uniform Relocation Assistance and Real Property Acquisition for Federal and Federally Assisted Programs.

    2. A new 23 CFR Part 1212, Drug Offender's License Suspension, is being issued, and 49 CFR Part 24, Uniform Relocation Assistance and Real Property Acquisition for Federal and Federally Assisted Programs, is being revised.

    3. Also, as a result of a previous Federal Register issuance, a number of sections in 23 CFR Part I, and subparts 140A, 470C, 650E and F, and 655A and G have been reserved, and the following 23 CFR parts have been canceled:

        (1) 23 CFR, Part 12, Single audit requirements;

        (2) 23 CFR, Part 17, Recordkeeping and retention requirements for Federal-aid highway records of State highway agencies;

        (3) 23 CFR, Part 490, Special programs;

        (4) 23 CFR, Part 642, Secondary road plan;

        (5) 23 CFR, Part 661, Great River Road;

        (6) 23 CFR, Part 666, Defense bridges and critical highway facilities;

        (7) 23 CFR, Part 770, Air quality conformity and priority procedures for use in Federal-aid highway and federally-funded transit programs;

        (8) 23 CFR, Part 920, Pavement marking demonstration program; and

        (9) 23 CFR, Part 922, Safer off-system roads program.

    4. A revised Table of Contents is also included with this transmittal.

  3. REGULATORY MATERIAL. The regulatory material contained in the attached directive has been published in the Federal Register and will be codified in titles 23 and 49 Code of Federal Regulations.

  4. ACTION. Each recipient office is responsible for filing theattached FAPG pages into the binders provided.
