FEDERAL-AID POLICY GUIDE - CHANGE

March 31, 1994

  1. PURPOSE. To transmit new and revised pages to the Federal-Aid Policy Guide (FAPG).

  2. FORMAT CHANGE. Within the 23 and 49 CFR subdivisions, the agency's current highway related regulations are cited verbatim on white pages. Where applicable, immediately following each CFR regulation is the corresponding non-regulatory supplement text printed on yellow paper. Due to the Federal Government's cost saving measures (see Office of the Secretary of Transportation, Supplies and Material Management Bulletin S/M B 93-01, Colored Paper Supplies), the Federal Highway Administration will no longer be using yellow paper for its directives. The corresponding non-regulatory supplement text and the FAPG Non-regulatory, Non-CFR Related Guidance portion (G Section) will now be printed on white paper with a black index edge marker as a visual aid to separate the supplemental information from the regulations.

  3. COMMENTS

    1. The FAPG is being updated to include the following Federal-aid regulations previously published in the Federal Register.

        (1) Revised sections: (a) 23 CFR Part 450, Planning Assistance and Standards; and (b) 23 CFR Part 1205, Highway Safety Programs; Determinations of Effectiveness.

        (2) New sections: (a) 23 CFR Part 1200, Uniform Procedures for State Highway Safety Programs; and (b) 23 CFR Part 1215, Use of Safety Belts and Motorcycle Helmets-Compliance and Transfer-of-Funds Procedures.

        (3) Removed sections: Supplements A through I of 23CFR Part 1204, Uniform Guidelines for State Highway Safety Programs.

        (4) Editorial correction: 23 CFR Part 1212, Drug Offender's Driver's License Suspension, Section 1212.3(d).

    2. The supplemental section NS 23 CFR 625 has been revised.

    3. The FAPG Non-regulatory, Non-CFR Related Guidance portion (G Section) is being updated to include the following.

        (1) Chapter 1, Payment Procedures, G 3015.1, Electronic Progress Voucher System.

        (2) Chapter 1, Payment Procedures, G 3015.2, Financial Management Improvement Program.

    4. Revised pages to the Table of Contents are also included with this transmittal.

  4. REGULATORY MATERIAL. The regulatory material contained in the attached directive has been published in the Federal Register and will be codified in title 23 Code of Federal Regulations.

  5. ACTION. Each recipient office is responsible for filing the attached FAPG pages into the binders provided.
