  1. What is the purpose of this update? This transmittal updates the Federal-Aid Policy Guide (FAPG), to include several regulatory changes that were previously published in the Federal Register. Also, this and future transmittals will be prepared in question-and-answer format, consistent with the Plain Language concepts.

  2. What are the changes? The changes to the FAPG are as follows:

    1. 23 CFR Parts 130, 480, 712, 713, 720, and 740 are removed,

    2. 23 CFR 620B, Relinquishment of Highway Facilities, includes minor changes,

    3. 23 CFR 630, Preconstruction Procedures, includes authority and reference changes,

    4. 23 CFR 635, Construction and Maintenance, includes authority and reference changes,

    5. 23 CFR 645A, Utility Relocations, Adjustments, and Reimbursement, includes reference changes,

    6. 23 CFR Part 655F, Traffic Control Devices on Federal-Aid and Other Streets and Highways, includes new language in Section 655.601,

    7. 23 CFR Part 658, Truck Size and Weight; Definitions; Nondivisible, includes authority changes and a new definition for "nondivisible load or vehicle," and

    8. 23 CFR Part 710, Right-of-Way and Real Estate, is entirely revised.

  3. Will these changes be codified? The regulatory material in this directive has been published in the Federal Register and will be codified in Title 23, Code of Federal Regulations.
