PAYMENT OF INCIDENTAL EXPENSES BY THE ACQUIRING AGENCY FOR THE TRANSFER OF REAL PROPERTY FOR A PROJECT (49 CFR 24.106(b)). An agency may pay for the incidental expenses incurred for the transfer of real property to the acquiring agency in one lump sum directly to the property owner or to an escrow service, which then allocates the funds. The purpose of the direct payment is to ensure that (to the extent feasible) the owner does not have to settle such claims with personal funds and then later seek reimbursement from the agency.
