NON-REGULATORY SUPPLEMENT
- PROCEDURES (No CFR paragraph reference)
- States, Puerto Rico and the District of Columbia (and the Territories,
to a certain degree) should report public roadway mileage, travel condition,
performance and accident data in accordance with the "Highway Performance
Monitoring System Field Manual for the Continuing Analytical and Statistical
Data Base."
- Instructions dealing with the reports for collecting data on motor vehicles,
drivers, fuels and State and local highway finance are contained in "A
Guide to Reporting Highway Statistics".
- Instructions for the collection and reporting of traffic and related
data are included in the "Traffic Monitoring Guide".
- REPORTS - SUBMISSION DATES (No CFR paragraph reference). Reports
and submission dates are contained in the "Highway Performance Monitoring
System Field Manual for the Continuing Analytical and Statistical Data Base",
in "A Guide for Reporting Highway Statistics", and in the "Traffic
Monitoring Guide." (These 3 documents are part of the Directives System.)
- FIELD OFFICE REVIEW OF MOTOR FUEL DATA (23 CFR 420.105)
- It is extremely important, regardless of State organizational structure,
that the State devotes the necessary manpower and financial resources to do
a complete and accurate accounting of motor fuel use. If necessary, the FHWA
recommends that the State's highway planning and research funds approval be
conditioned upon implementation of an accurate, coordinated motor fuel reporting activity.
- The divisions were encouraged to complete initial motor fuel reviews
in their States by the end of fiscal year 1991. Divisions are encouraged to
conduct motor fuel reviews on a continuing basis on a 3-year cycle. Review
guidelines to aid the division are available from HPM-10.
- States are encouraged to report gasohol sales separately from gasoline
due to the Federal tax differential. If a State is unable to report gasohol
sales, it should be encouraged to develop and document a defensible estimate.
The Washington Headquarters staff is available to review the State's estimating
procedure upon request.
- HIGHWAY PERFORMANCE MONITORING SYSTEM (HPMS) REGION AND DIVISION
OFFICE ACTIONS TO VERIFY ACCURACY OF DATA (23 CFR 420.105). The FHWA
establishes policy direction to FHWA field offices on the annual assessments
of the adequacy of HPMS data. Field office assessments are to focus on the on-site
review of sample section data, the process used to collect and correlate the
reporting of pavement roughness data in the form of the International Roughness
Index, and the process used to collect raw traffic data and convert these data
to AADT values submitted to FHWA via HPMS.
- All FHWA field office's HPMS annual review and verification activities
are also to assess the adequacy of the Interstate System Maintenance Program
apportionment factors (formerly the I-4R program).
- Each Division Administrator shall prepare an annual report that summarizes
the findings of the review of each State's HPMS data and furnish it to the
regional office. This report shall include an assessment of the Interstate
Maintenance Program apportionment factors and recommendations regarding the
adequacy of the data for use in making the apportionment.
Each Regional Administrator is to review the Division Administrator's
recommendations and advise Washington Headquarters whether or not to accept
the recommendations. Copies of the division and region recommendations
are to be provided to the Office of Highway Information Management
(HPM-20) by September 15 of each year.
