1. What is the purpose of this notice?
   
   
   1. This Notice cancels FHWA Notice N2000.509, issued on February 24, 2003, that suspended and proposed to debar the individual and company listed below. This notice also serves to advise that the FHWA has made decisions concerning their proposed debarments as stated in paragraph 2.

2. What actions have been taken?
   
   
   1. After receiving information opposing their proposed debarments and considering all of the mitigating information in the record, the FHWA has decided not to debar either Mr. Cedric D. Patin or his company, PR Contractors, Inc.
      
      
   2. Mr. Patin and PR Contractors, Inc. have been notified in writing of this decision.
      
      
   3. Upon signature of this notice, the suspensions of Mr. Patin and PR Contractors, Inc. shall terminate.
      
      
   4. This decision has been made in accordance with 49 C.F.R. Part 29.
