  1. What is the purpose of this Notice?

    1. This Notice serves to advise that the Federal Highway Administration (FHWA) has made a decision concerning the suspensions and proposed debarments of the individual and company named below as stated in paragraph 2.

    2. This Notice cancels FHWA N2000.588 issued on June 8, 2007.

  2. What actions have been taken?

    1. On May 2, 2007, Pedro "Cuco" Feliciano and Las Piedras Construction Corporation met with FHWA to discuss the information contained in their letters dated April 27, 2007, and May 1, 2007, contesting FHWA's suspension and proposed debarment action.

    2. After considering all of the relevant information submitted, FHWA determined that the respondents submitted significant mitigating information and decided to not impose any period of debarments. Since the suspensions were temporarily imposed only for the duration of the debarment proceedings, the suspensions were lifted on July 5, 2007.

    3. This decision has been made in accordance with 49 CFR Part 29.
