Subject: DEPARTMENT OF TRANSPORTATION ORGANIZATION MANUAL
FEDERAL HIGHWAY ADMINISTRATION - CHANGE

  1. PURPOSE. To issue revised pages to the Federal Highway Administration's (FHWA) portion of the Department of Transportation Organization Manual.

  2. EXPLANATION OF CHANGES. On October 9, 1999, the President signed the FY 2000 Department of Transportation and Related Agencies Appropriations Act which effectively transferred motor carrier functions and operations out of the FHWA. This resulted in a reorganization within the FHWA. This change: (a) establishes a Safety Core Business Unit (CBU) within the FHWA Headquarters; and (b) formally abolishes the Motor Carrier and Highway Safety CBU and deletes associated references. A revised FHWA organization chart, mission and functions statements for the Safety CBU, and other related changes to the manual are attached. [Note: On December 9, 1999, the President signed the Motor Carrier Safety Improvement Act of 1999, which established a new administration, the Federal Motor Carrier Safety Administration (FMCSA), within the Department of Transportation effective January 1, 2000. The FHWA currently provides certain administrative support and legal services to the FMCSA through a Memorandum of Understanding.]
