Subject: DEPARTMENT OF TRANSPORTATION ORGANIZATION MANUAL
FEDERAL HIGHWAY ADMINISTRATION - CHANGE

  1. PURPOSE. To issue revised pages to the Federal Highway Administration's (FHWA) section of the Department of Transportation Organization Manual.

  2. EXPLANATION OF CHANGES. This change establishes the Office of Professional and Corporate Development, consolidating the former Office of Corporate Management and the Office of Professional Development. The creation of this office consolidates many of the Agency’s knowledge sharing, education, and training delivery functions. Also, it further strengthens FHWA’s role in assisting internal and external partners and customers in learning about and sharing knowledge of innovative ways to improve quality, efficiency, and effectiveness. The office will champion continuous improvement and workforce development, two very interrelated objectives, and move the Agency forward in becoming a more effective learning organization. An Associate Administrator for Professional and Corporate Development will head the office. In addition, the performance planning function, previously performed by the former Office of Corporate Management, is transferred to the Office of Policy to more effectively align the Agency’s strategic and performance planning processes. The FHWA’s organization chart and mission and functions narrative are revised accordingly, except that the Office of Policy’s mission and functions statement will be revised in a future manual change.
