Subject: DEPARTMENT OF TRANSPORTATION (DOT) ORGANIZATION MANUAL
FEDERAL HIGHWAY ADMINISTRATION - CHANGE

  1. PURPOSE. To issue revised pages to the Federal Highway Administration's (FHWA) section of the Department of Transportation Organization Manual.

  2. EXPLANATION OF CHANGES. A DOT Automated Staffing Group (Staffing Group) is established to serve as the Department's "executive agent" for providing automated staffing, delegated examining unit, and related human resources services to all DOT organizations, excluding the Federal Aviation Administration (FAA) and the Office of the Inspector General (OIG). The Staffing Group will provide "one-stop" employment services to all job applicants applying for positions advertised through the DOT automated staffing system. The Staffing Group is organizationally located within FHWA's Office of Human Resources and consists of employees from FHWA, with support from each of the DOT organizations that will receive its services. The Office of Administration's mission and function statements, including that of the Office of Human Resources, are revised to reflect this new responsibility. In addition, previously approved changes are documented in the manual and minor technical and grammatical revisions are made, and are reflected by a change line in the manual's margin.
