Subject: DEPARTMENT OF TRANSPORTATION ORGANIZATION MANUAL
FEDERAL HIGHWAY ADMINISTRATION - CHANGE

  1. PURPOSE. To issue revised pages to the Federal Highway Administration's (FHWA) section of the Department of Transportation Organization Manual.

  2. EXPLANATION OF CHANGES. The purpose of this change is to transfer all responsibility for value pricing initiatives and activities from the FHWA Office of Policy and Governmental Affairs to the FHWA Office of Operations.  Transfer of this function to the FHWA Office of Operations, which is the office responsible for congestion mitigation, is appropriate given the fact that value pricing is now a recognized, mainstream congestion mitigation strategy.

    All references to value pricing have been removed from the Office of Policy and Governmental Affairs' mission and function statements, and appropriate references added to the Office of Operations' mission and function statements.
