1. PURPOSE. To issue revised pages to the Federal Highway Administration’s (FHWA) section of the Department of Transportation Organization Manual.

2. EXPLANATION OF CHANGES. The purpose of this change is to reestablish the Kuwait Technical Assistance Division, which was in existence prior to the 1990 invasion of Kuwait by Iraq. The Division, which will be part of the Office of International Programs within the Office of Policy and Governmental Affairs, will work with the Kuwait Ministry of Public Works and with other cooperating agencies in providing advice and technical assistance in the areas of program management, project development, contract procurement and administration, construction, quality control, and training, with respect to highway and road projects and other construction.
