Subject: DEPARTMENT OF TRANSPORTATION ORGANIZATION MANUAL
FEDERAL HIGHWAY ADMINISTRATION - CHANGE

  1. PURPOSE. To issue revised pages to the Federal Highway Administration's (FHWA) section of the Department of Transportation Organization Manual.

  2. EXPLANATION OF CHANGES. This change realigns functions within the Office of Planning, Environment, and Realty (HEP) to better support the livability, system and performance-based planning, sustainable transport, and climate change program areas. The more substantive changes include the following:

    1. The former Office of Natural and Human Environment has separated into two offices, i.e., the Office of Human Environment, which will oversee the livability function, and the Office of Natural Environment, which will oversee the sustainable transport and climate change functions.

    2. The Office of Planning has assumed responsibility for system performance and will provide enhanced emphasis on system and performance-based planning.

    3. The Office of Interstate and Border Planning is abolished and its functions are transferred to the Office of Planning and the Office of Human Environment.

    4. The FHWA and HEP organization charts and the appropriate HEP offices' mission and function statements are revised to reflect these changes. In addition, minor editorial changes were made to the HEP mission and function statements.
