FHWA Records Disposition Manual (Washington Headquarters)

CHAPTER 5

This schedule covers records relating to Infrastructure maintained in the Washington Headquarters Office of the Federal Highway Administration and reflects disposition authorities granted under NC1-406-80-8, NC1-406-84-1, N1-406-06-1, N1-406-08-7, and the General Records Schedules (GRS).

ENTO 1 RESERVED.

ENTO 2 Access Interchange Files. Requests from States for approval to construct interchanges on completed sections of the Interstate system. Files consist of State requests and justifications, correspondence from the field offices, and analysis and recommendations of FHWA. (NC1-406-80-8/2)

DISPOSITION: Place in inactive file upon completion of interchange. Cut off inactive file at end of fiscal year. Destroy 5 years after cutoff.

ENTO 3 Active Defense Project Files. These contain the same types of material that are contained in all project files such as project agreements, copies of correspondence, contracts and related material. (NC1-406-80-8/3)

DISPOSITION: Place in inactive file upon completion of project. Cut off inactive file at end of fiscal year. Destroy 3 years after cutoff.

ENTO 4 Administrative Files. Include personnel files (position descriptions, time and attendance cards, requests for personnel actions), training information (requests for training, records of personnel involved in training), travel vouchers and travel orders, budget estimates, and internal reports. Also included in these files are progress reports and highlights. (NC1-406-80-8/4)

DISPOSITION: Cut off at end of fiscal year. Destroy 3 years after cutoff.

ENTO 5 Agreement Files. Agreements with the National Park Service that require FHWA to inventory the bridges and roads of national parklands. These inventories are conduct by division offices with the results maintained and monitored in Headquarters. (NC1-406-80-8/5)

DISPOSITION: Destroy when agreement is terminated.

ENTO 6 Air Photo Interpretation Files. Consists of active project and remote sensing files of aerial photo prints covering a specific area of a particular construction project. These photos are usually taken of secluded and difficult to reach areas and are used in studying soil types. (NC1-406-80-8/6)

DISPOSITION: Retain pending reappraisal.

ENTO 7 Annual Inspection Reports. Annual reports prepared by the States and reviewed by Headquarters concerning the State highway agency's construction program. (NC1-406-80-8/7)

DISPOSITION: Cut off at end of fiscal year. Destroy 3 years after cutoff.

ENTO 8 Asphalt Research

(NC1-406-80-8/8)

  1. Consists of background material pertaining to the use of asphalt emulsions in lieu of cutback asphalt as well as the guidelines put out by the EPA to all States on asphalt emulsions.
    DISPOSITION: Destroy in agency when superseded or obsolete.

  2. Consists of joint efforts between the Transportation Research Board, FHWA, industry and associates per-training to research and studies on asphalt use in the construction of highways. File also contain notice of conferences, seminars and training material related to asphalt.
    DISPOSITION: Cut off at end of fiscal year. Destroy 5 years after cutoff.

  3. Correspondence related to the technical assistance provided to the States on pavement failure caused by defective asphalt material. Contains also material related to court cases on the same subject.
    DISPOSITION: Cut off at end of fiscal year. Destroy 15 years after cutoff.

ENTO 9 Audit Files. Copies of GAO reports and information regarding actions to be taken as a result of these reports. (NC1-406-80-8/9)

DISPOSITION: Cut off at end of fiscal year. Destroy 3 years after cutoff.

ENTO 10 Bid Price and Highway Construction Factors. Data includes FHWA-45's and 47's submitted by contractors, tabulations of bid prices, material and labor cost estimate, correspondence pertaining to this information and background information for the publications, "Price Trends" and "Usage Factors". (NC1-406-80-8/10)

DISPOSITION: Cut off at end of fiscal year. Transfer to FRC 5 years after cutoff. Destroy 10 years after cutoff.

ENTO 11 Bid-Price Reports. Reports on the average bids for all highway contacts, average estimates and the disparity between bid estimates and engineering estimates. (NC1-406-80-8/11)

DISPOSITION: Place in inactive file after completion of project. Cut off inactive file at end of fiscal year. Transfer to FRC 2 years after cutoff. Destroy 12 years after cutoff.

ENTO 12 RESERVED.

ENTO 13 Bridge Replacement Program. Records of the bridge replacement program. These files include congressional correspondence, correspondence with the field concerning bridge projects, proposals from the States for project funding, recommendations for funding, allocation records, standards used in evaluating State proposals, and background on annual reports to Congress on this program. Arranged by year. Annual accumulation 1 inch. (NC1-406-80-8/13)

  1. Record copy of annual report to Congress.
    DISPOSITION: PERMANENT. Transfer to National Archives in 10 year blocks.

  2. All other records.
    DISPOSITION: Destroy in agency when no longer needed.

ENTO 14 Borehole Camera Files. Projects and technical studies based upon pictures taken of various kinds of soils. (NC1-406-80-8/14)

DISPOSITION: Cut off at end of fiscal year. Destroy 5 years after cutoff.

ENTO 15 Bridge Plans. Standard plans for bridge design used as a guide by State and division engineers when designing bridges. (NC1-406-80-8/15)

DISPOSITION: Destroy when superseded.

ENTO 16 Certification Acceptance. Correspondence with States concerning their certification acceptance program including copies of certificates of agreements, questions on rules and procedures from States and field offices, and revision to the programs. Official file copies are retained in the field. (NC1-406-80-8/16)

DISPOSITION: Destroy in agency when 3 years old or when no longer needed, whichever is sooner.

ENTO 17 Closed Bridge File. Maintained on the replacement of bridges that span waterways, highways or railroads essential to public use. (NC1-406-80-8/17)

DISPOSITION: Place in inactive file upon completion of project. Cut off inactive file at end of fiscal year. Destroy 3 years after cutoff.

ENTO 18 Coast Guard Permit Files. Correspondence received from State highway agencies pertaining to permits issued by the U.S. Coast Guard for navigational clearance of bridges over waterways. (NC1-406-80-8/18)

DISPOSITION: Cut off at end of fiscal year. Destroy 2 years after cutoff.

ENTO 19 Committee Meetings and/or Conferences. Information such as minutes of meetings, handouts from meetings and correspondence involving committees and conferences that FHWA employees are members of and participate in. (NC1-406-80-8/19)

DISPOSITION: Destroy in agency when 3 years old or when no longer needed.

ENTO 20 Compaction Files. Consist of background papers, active projects, case studies, technical reports and also soil compaction valuation reports pertaining to the study of soil and rocks and their effect on the construction of highways and bridges. (NC1-406-80-8/20)

DISPOSITION: Destroy when project is 5 years old.

ENTO 21 Competition in Bidding - Review Files. Contain copies of the construction bids and proposals for projects. The bids are reviewed in Headquarters. Included in the files are copies of the reviews and comparisons of the various bids. (GRS 3/5)

  1. Successful bids and proposals.
    DISPOSITION: Destroy with related contract case files.

  2. Solicited and unsolicited unsuccessful bids and proposals.

  1. Relating to small purchases as defined in the Federal Acquisition Reg., 48 CFR Part 13.
    DISPOSITION: Destroy 1 year after date of award or final payment, whichever is later.

  2. Relating to transactions above the small purchase limitations in 48 CFR Part 13.

    1. When filed separately from contract case files.
      DISPOSITION: Destroy when related contract is completed.

    2. When filed with contract case files.
      DISPOSITION: Destroy with related contract case file.

  3. Canceled solicitations files.

    1. Formal solicitations of offers to provide products or services (e.g., Invitations for Bids, Requests for Proposals, Requests for Quotations) which were canceled prior to award of a contract. The files include presolicitation documentation on the requirement, any offers which were opened prior to the cancellation, documentation on any Government action up to the time of cancellation, and evidence of the cancellation.
      DISPOSITION: Destroy 5 years after date of cancellation.

    2. Unopened bids.
      DISPOSITION: Return to bidder.

  4. Lists or card files of acceptable bidders.
    DISPOSITION: Destroy when superseded or obsolete.

ENTO 22 Company/Corporation Files. Handout material furnished bycompanies that provide information on recent developments in the area of highway design. Files are used predominantly as reference material. (NC1-406-80-8/22)

DISPOSITION: Destroy in agency when no longer needed.

ENTO 23 Computer File. Computer programs consisting of program evaluations, test summaries, slope stabilizers, wave equation rock fall and lateral load pertaining to soils. Also contain correspondence to States and universities concerning their progress in soil programs. (NC1-406-80-8/23)

DISPOSITION: Place in inactive file upon completion or cancellation of project. Cut off inactive file at end of fiscal year. Destroy 3 years after cutoff.

ENTO 24 Cone Penetrometer. Files consist of studies, research, correspondence, and other information pertaining to the cone penetrometer and a companion manual. The Cone Penetrometer deals with the measuring of semisolids. (NC1-406-80-8/24)

DISPOSITION: Cut off at end of fiscal year. Destroy 5 years after cutoff.

ENTO 25 Confidential Files. Consist of passports, records of clearances of employees assigned overseas duty, agreements with foreign countries, correspondence from the Department of State and any document that is confidential in nature and applies to the mission of highway construction in foreign countries. (NC1-406-80-8/25)

DISPOSITION: Cut off at end of fiscal year. Destroy 5 years after cutoff.

ENTO 26 Construction Cost Files. Contain recent cost figures on construction of various projects. The figures are used for cost comparison of projects. (NC1-406-80-8/26)

DISPOSITION: Destroy in agency when no longer needed.

ENTO 27 Consultant Files. Consist of information on consultants selected by the State highway departments and the criteria use in the selection. (NC1-406-80-8/27)

DISPOSITION: Destroy in agency when no longer needed.

ENTO 28 Continuity of Operations Plans. Concerns the development of the plans for emergency preparedness between DOT, and FHWA Headquarters and the field in case of war. (NC1-406-80-8/28)

DISPOSITION: Destroy in agency when no longer needed.

ENTO 29 Contract Administration Project File. Files on direct Federal projects that have been let. They include project status reports (FHWA-37's), reports by engineers supervising the project, correspondence concerning the projects, and contractor and subcontractor agreements. These files are used for program evaluation. (NC1-406-80-8/29)

DISPOSITION: Destroy l year after project is completed, except for documents that are deemed to be of long term reference value, which should be destroyed when no longer need.

ENTO 30 Contract Proposals. Construction projects, contracts and proposal and all related material. (NC1-406-80-8/30)

DISPOSITION: Destroy in agency when no longer needed.

ENTO 31 Cooperative Agreements. Cooperative agreements between FHWA and State highway agencies outlining the responsibilities for the Forest Highway Program in each State. Files include agreements, amendments, and correspondence that relate to the agreements.

ENTO 32 Coordination Files. Coordination involving Region 15 and Headquarters related to demonstration projects (innovative type of construction). Also included in files are background material and correspondence involving local agencies and private industry and the coordination between them and FHWA. (NC1-406-80-8/32)

DISPOSITION: Review files every 2 years and destroy material no longer needed.

ENTO 33 Corps of Engineer General Permits. Copies of Corps of Engineer general permits. These permits allow State highway agencies to take a range of water control actions and are valid until the Corps develops new standards. (NC1-406-80-8/33)

DISPOSITION: Destroy in agency when no longer valid.

ENTO 34 Correspondence Files. Files containing correspondence written to State highway agencies, regions, external groups and labor organizations and private citizens. This correspondence relates to and answers questions concerning the functions or projects that the office is involved in. (NC1-406-80-8/34)

DISPOSITION: Cut off at end of fiscal year. Destroy 3 years after cutoff.

ENTO 35 RESERVED.

ENTO 36 Crisis Operation. Information used and maintained in the event of a crisis situation affecting the use of the highways such as severe cold and teamster strikes. (NC1-406-80-8/36)

DISPOSITION: Cut off at end of fiscal year. Destroy 3 years after cutoff.

ENTO 37 RESERVED.

Note: The series scheduled under NC1-406-80-8/37 appears in this manual as ENTO 79.

ENTO 38 Defense Bridge Records and Critical Highway Reports. Consist of maps, computer printouts and correspondence related to the construction of structures such as bridges that will be used in the event of war. [Machine-readable records are in custody of OST and will be scheduled there.] (NC1-406-80-8/38)

DISPOSITION: Cut off at end of fiscal year. Destroy 2 years after cutoff.

ENTO 39 Defense Project Studies. Studies that are done in conjunction with the construction of defense projects. (NC1-406-80-8/39)

DISPOSITION: Cut off at end of fiscal year. Destroy 3 years after cutoff.

ENTO 40 Deflections. Consists of project files pertaining to measuring the vertical and lateral depths of movement of soil and rocks. (NC1-406-80-8/40)

DISPOSITION: Cut off at end of fiscal year. Destroy 5 years after cutoff.

ENTO 41 Demonstration Projects. Correspondence related to various demonstration projects as well as information from committees concerned with particular projects such as the interpretation of satellite photographs. (NC1-406-80-8/41)

DISPOSITION: Cut off at end of fiscal year. Destroy 3 years after cutoff.

ENTO 42 Department of Defense Certifications. Contain certifications by the Department of Defense that specific projects are important to the national defense and should be funded accordingly. Also contain original program documents identifying the amount and scope of the work. The official file copies of this material are kept in the field. (NC1-406-80-8/42)

DISPOSITION: Destroy in agency when no longer needed.

ENTO 43 Direct Federal Contracts. Contain copies of contracts and proposals for construction projects. [These are non-record copies obtained from field offices.] (NC1-406-80-8/43)

DISPOSITION: Destroy in agency when no longer needed.

ENTO 44 Direct Federal Map Files. Engineering maps of proposed direct Federal projects with specifications, design, and routes. (NC1-406-80-8/44)

DISPOSITION: Transfer to Contract Administration Branch when contract is let.

ENTO 45 Discretionary Primary File. Consists of general correspondence, congressional inquiries, approvals, and correspondence with States pertaining to projects under discretionary funding. (NC1-406-80-8/45)

DISPOSITION: Place in inactive file after funding approval. Cut off inactive file at end of fiscal year. Destroy 2 years after cutoff.

ENTO 46Division Reports. Reports prepared by FHWA foreign offices onthe status of projects including photographs, charts, cost data, monthly progress reports, monthly reports and narratives. (NC1-406-84-1/2)

DISPOSITION: Destroy in agency after completion of project.

ENTO 47 Drainage and Filtration. Files consist of case studies on drainage systems and filtration of drainage systems. (NC1-406-80-8/47)

DISPOSITION: Cut off at end of fiscal year. Destroy 5 years after cutoff.

ENTO 48 Dredge Material. Consist of correspondence, technical case studies, projects and research on types of dredge materials such as sludge and the equipment used in the dredging process. (NC1-406-80-8/48)

DISPOSITION: Cut off at end of fiscal year. Destroy 3 years after cutoff.

ENTO 49 Earthquakes. Consist of projects, case studies, computer programs and correspondence pertaining to earthquakes. [Machine-readable records are in custody of OST and will be scheduled there.] (NC1-406-80-8/49)

DISPOSITION: Cut off at end of fiscal year. Destroy 5 years after cutoff.

ENTO 50 EEO Program Files. Contain correspondence and related material such as directives and regulations on the Equal Employment Opportunity Program for FHWA. Included also in the files are information on supportive service and on-job training for minorities, the Minority Business Program and general information relative to the EEO program. (GRS 1/25G)

DISPOSITION: Destroy files when 3 years old or when superseded or obsolete, whichever is applicable.

ENTO 51 Eligibility Determination Files. Policy, congressional inquiries and related papers on special situations of eligibility for funding of highway projects. (NC1-406-80-8/51)

DISPOSITION: Place in inactive file upon completion of project. Cutoff inactive file at end of fiscal year. Destroy 5 years after cutoff.

ENTO 52 Embankments. Consist of projects, research studies, and general correspondence pertaining to cuts and fills such as sand, rocks, sawdust and shale material. Also contain special reports on the need for special equipment used in the construction of embankments, movement and stability of embankments and case studies in the failure of embankments. (NC1-406-80-8/52)

DISPOSITION: Cut off at end of fiscal year. Destroy 5 years after cutoff.

ENTO 53 Emergency Branch Administrative Files. Consist of staff security clearances, training, travel and files related to the internal operations of the office. (NC1-406-80-8/53)

DISPOSITION: Review files every 3 years. Destroy those records no longer needed.

ENTO 54 Emergency Highway Traffic Program. A program relative to control of traffic during a nuclear holocaust. Files include correspondence from each of the State highway agencies and plans for each State in the event of a nuclear war. The plans are required to be updated each year. Also included are correspondence to other Government agencies and organizations regarding the emergency highway program. (NC1-406-80-8/54)

DISPOSITION: Cut off at end of fiscal year. Destroy 1 year after cutoff.

ENTO 55 Emergency Planning Administrative Correspondence Files. Correspondence files relating to administration and operation of the emergency planning program, not covered elsewhere in this schedule. (GRS 18/26)

DISPOSITION: Destroy when 2 years old.

[NOTE: This item does not cover records documenting policies and procedures accumulated in offices having agency-wide responsibilities for emergency planning programs.]

ENTO 56 Emergency Planning Case Files. Case files accumulated by offices responsible for the preparation and issuance of plans and directives, consisting of a copy of each plan or directive issued, with related background documents, EXCLUDING one record copy of each plan or directive issued, if not included in the agency's permanent set of master directives files. (GRS 18/27)

DISPOSITION: Destroy 3 years after issuance of a new plan or directive.

[NOTES: (1) If the emergency plan is not included in the agency's set of master directives files, a record set must be maintained and scheduled for eventual transfer to the National Archives by submission of an SF 115. (2) Emergency planning reports of operations tests, consisting of consolidated or comprehensive reports reflecting agency-wide results of tests conducted under emergency plans are also permanent and must be scheduled for transfer to the National Archives by submission of an SF 115.]

ENTO 57 Emergency Operations Tests Files. Files accumulating from tests conducted under agency emergency plans, such as instructions to members participating in test, staffing assignments, messages, tests of communications and facilities, and reports EXCLUDING consolidated and comprehensive reports. DISPOSITION: Destroy when 3 years old.

ENTO 58 Emergency - National Defense Executive Reserve (NDER) Case Files. Case files for NDER reservists or applicants, maintained by agencies with major mobilization responsibilities in cases of national security emergencies, including qualifications statement, other personnel and administrative records, skills inventory, training data, and other records relating to administration of the NDER program. (GRS 18/29)

  1. Case files on reservists.
    DISPOSITION: Destroy 5 years after termination from NDER program.

  2. Case files on individuals whose applications were rejected or withdrawn.
    DISPOSITION: Destroy 5 years after termination from NDER program.

ENTO 59 RESERVED.

ENTO 60 Emergency Relief Files. Contain the determinations as to whether a particular State is eligible for emergency relief; information on allocation of funds; recommendations for areas to be awarded funds; and correspondence with regional offices and other related material that is used to administer the Emergency Relief Program. (NC1-406-80-8/60)

DISPOSITION: Cut off at end of fiscal year. Transfer to FRC 5 years after cutoff. Destroy 10 years after cutoff.

ENTO 61 Energy Conservation File. Consist of correspondence and studies on ways to save energy in relationship to the materials used in construction and highway maintenance. (NC1-406-80-8/61)

DISPOSITION: Cut off at end of fiscal year. Destroy 5 years after cutoff.

ENTO 62 Engineering Fabrics. Consists of correspondence on all types of fabrics related to soil and rocks. (NC1-406-80-8/62)

DISPOSITION: Destroy in agency when no longer needed.

ENTO 63 Environmental Control Photographs. Photographic entries for the contest on the highway and its environment. All State highway agencies submit photographs of landscaping projects in various categories such as rural, urban, historic preservation, etc. Judging is based upon best treatment of the highway in its environment. Contest has been held since 1973 and until 1978 judging was done by FHWA. It is now done by DOT. Files include 3 notebooks of slides dealing with Highway Beautification Contests, and file drawer of black and white copies of color pictures. (NC1-406-80-8/63)

DISPOSITION: Retain pending reappraisal.

ENTO 64 Equipment Management Files. File consisting of correspondence, related background material and reports instructing the States in better management, purchasing and overall usage of construction equipment. (NC1-406-80-8/64)

DISPOSITION: Destroy in agency when no longer needed.

ENTO 65 Essential Records Program. Correspondence concerning the essential and vital records program with headquarters. (NC1-406-80-8/65)

DISPOSITION: Cut off at end of fiscal year. Destroy 2 years after cutoff.

ENTO 66 Evaluation File. File consist of laboratory work done by the National Bureau of Standards and their evaluation on all State highway work using material such as asphalt and concrete. Also contain reports and reviews by FHWA on the material. (NC1-406-80-8/66)

DISPOSITION: Cut off at end of fiscal year. Destroy 5 years after cutoff.

ENTO 67 RESERVED.

ENTO 68 Exploration and Instrumentation. Consist of projects and general correspondence on soil instrumentation, bridges, embankments and cuts. Also includes procedures use in the instrumentation program, information about manufacturer's equipment and price specifications. (NC1-406-80-8/68)

DISPOSITION: Cut off at end of fiscal year. Destroy 5 years after cutoff.

ENTO 69 External Agency Coordination. Coordination with agencies external to FHWA such as the Federal Emergency Management Agency; the Office of Emergency Transportation, Research and Special Programs Administration and others which review FHWA highway plans. Also include materials from meetings with other agencies and miscellaneous correspondence. (NC1-406-80-8/69)

DISPOSITION: Cut off at end of fiscal year. Destroy 3 years after cutoff.

ENTO 70 External Agency Files. Consist of background, research and correspondence material related to and used in the technical work being done between FHWA and outside agencies. (NC1-406-80-8/70)

DISPOSITION: Cut off at end of fiscal year. Destroy 3 years after cutoff.

ENTO 71 External Agency Program Guidance. Materials provided by the President, the Federal preparedness agencies, DOT and others and used in the development of directives and manuals. (NC1-406-80-8/71)

DISPOSITION:Cut off at end of fiscal year. Destroy 3 years after cutoff.

ENTO 72 Federal-aid Annual Program. Files maintained for review of projects submitted to divisions from the States and approved by the divisions for funds spent in urban and rural highways and the utilization of all classes of highway construction funds provided under the provisions of the United States Code, Title 23. (NC1-406-80-8/72)

DISPOSITION: Cut off at end of fiscal year. Destroy 5 years after cutoff.

ENTO 73 FHPM 6-9-l3-l. Reviews require by the FHPM 6-9-13-1. They are conducted yearly by regional office personnel on specific areas of all the direct Federal projects in the region such as Equal Employment Opportunity procedures, project inspections, traffic control, and so on. These reports are use to certify that the regions' responsibility for the project is in compliance with the policy. These files are copies of the regional reviews and are use for program control purposes. (NC1-406-80-8/73)

ENTO 76 Field Trip Reports. Reports made by FHWA engineers on reviews that they have made in the regions and divisions on ongoing State highway construction projects. (NC1-406-80-8/76)

DISPOSITION: Cut off at end of fiscal year. Destroy 3 years after cutoff.

ENTO 77 Fifty-five Mile/Hour Speed Limit. Speed monitoring information done by the State highway agencies, including certifications that States are complying with this program. (NC1-406-80-8/77)

DISPOSITION: Cut off at end of fiscal year. Transfer to FRC 3 years after cutoff. Destroy 15 years after cutoff.

ENTO 78 Fifty-five Mile/Hour Speed Limit Correspondence Files. Correspondence from the public and private sectors asking for information on the 55 mile/hour program. (NC1-406-80-8/78)

DISPOSITION: Cut off at end of fiscal year. Destroy 3 years after cutoff.

ENTO 79 Foreign Country Highway Project Files. Records documenting FHWA's funding of and/or involvement in construction of highways and training of highway department personnel abroad. For each country, records include copies of the agreement by which the project was established; financial accounting documents; budget correspondence; organizational information and lists of participating foreign officials; minutes of meetings between U.S. and foreign officials; procurement documentation; personnel records; operational directives; records of telephone conversations; billing correspondence; sometimes newspaper or other articles about the projects; and end of tour reports. Records now in agency date from 1950's to the present. Records are arranged by country, thereunder by type of documentation (for example, budget correspondence), thereunder by year. There is about 30 cubic feet of material now in agency of which less than one-third is considered part of 79A, below. Annual accumulation of permanent material is less than 1 cubic foot per year. ENTO 92 Interstate Cost Estimates. The Interstate Cost Estimates (ICEs), dating from 1957 to 1991, were submitted by each State to FHWA, and they show the total cost of completing the Interstate System in that State for a specific year. The information in these cost estimates was used for the Annual Report to Congress and it served as a record of the State-by-State development of the System. The ICEs are arranged chronologically (for the years 1957, 1960, 1968, 1981, 1983, and 1991), therein alphabetically by State. Each estimate is prepared in legal or letter-sized booklet form, and many are spiral-bound. The ICEs contain drawings, design classifications, and costs for each section of an Interstate highway segment in a State. The total volume of this collection of records is approximately 24 cubic feet. (N1-406-06-1/1)

ENTO 93 Interstate System Status Maps. Route maps prepare by FHWA field offices showing changes in the status of the interstate system. ENTO 163 System Files. Contain files on Federal roads that are grouped into systems by FHWA. There are two different Federal systems that are designated by this office, Indian Reservation Systems and Forest Highway Systems. Files consist of copies of maps, correspondence about system designation changes, road building and maintenance programs, system designations are now approved in the field, so Headquarters files are used as reference. ENTO 164 System Research. Files of city programs funded by the Federal Government that aim to improve traffic control in particular locations. These files are maintained to ensure that cities are complying with the intent of the grants. (NC1-406-80-8/164)

ENTO 166 Technology Transfer. Files containing coordination between Region 15 and Headquarters offices for testing and application of new technology in the area of highway construction. (NC1-406-80-8/166)

ENTO 167 Territory Files. Consist of files of agency participation in highway programs of the territories. Included also are budget allocations, correspondence and background information on the territorial programs. [Field office maintains official file copy.] (NC1-406-80-8/167)

ENTO 168 Three R's Files. The program files on resurfacing, restoration, and rehabilitation of highways and related reports for Congress. (NC1-406-80-8/168)

ENTO 169 Traffic Control Subject Files. Pertain to traffic control standards and specifications. They are filed by subject, and contain background information, correspondence, and standards for traffic control such as road markers, traffic signs, etc. They serve as a record of the development of particular traffic controls. DISPOSITION: Cut off at end of fiscal year. Transfer to FRC 5 years after cutoff. Destroy 10 years after cutoff.

ENTO 170 Traffic Control Technology Research Files. Contain research contracted by the Associate Administrator for R&D concerning traffic control technology. These files consist of monthly reports and findings of these contractors. (NC1-406-80-8/170)

ENTO 171 Training Courses. Files on training courses developed by or for the office. Files include correspondence with the school or contractors concerning the courses, evaluations and descriptions of the course and requests for funding the development and participation of field and State highway engineers in the courses. ENTO 173 Transportation Research Board Committees (TRB). Contain research and studies by the TRB committees on rigid pavement construction standards and evaluations. (NC1-406-80-8/173)

ENTO 176 U.N. Files. In 1968 a convention was held in Vienna sponsored by the U.N. to develop international traffic laws and signs. The U.S. was represent by FHWA. The files consist of debates, memos, lawyer's comments and related material tracing events since the convention, especially our reactions towards signing various papers related to the development of the international traffic laws and signs. ENTO 183 National Bridge Inventory (NBI) System. The NBI system is one of FHWA's mission critical systems. It is a collection of bridge inventory and inspection data collected under the auspices of the National Bridge Inspection Standards, Title 23 USC Section 151 and 23 CFR 650C. The NBI also supports the requirements of the Highway Bridge Program, Title 23 USC Section 144, and 23 CFR 650D. The NBI follows specifications of the Recording and Coding Guide for the Structure Inventory and Appraisal of the Nation's Bridges. These standards are applicable to all highway bridges located on public roads. Data is collected from all 50 States, the District of Columbia, and Puerto Rico as well as Federal agencies which have bridges under their jurisdiction that are open to the public. Unit cost data pertaining to bridge replacement and rehabilitation, which is required to be collected by regulation, is also collected on an annual basis. A deficiency status is assigned to each bridge and an overall sufficiency rating calculated. Approximately 600,000 432-character bridge records are stored and maintained per year. The system contains data beginning in 1983. In addition, the NBI system interfaces with the Fiscal Management Information System (FMIS) in order to provide FMIS with valid bridge structure numbers for bridges eligible for Federal funding and to receive updated financial information for determining eligibility for the Highway Bridge Program. Access to the system is controlled by FHWA's User Profile Access Control System (UPACS) system. (N1-406-08-7)

    DISPOSITION: PERMANENT. Cut off at the end of the calendar year. Transfer a copy of the master data file to the National Archives and Records Administration (NARA) at the close of each calendar year, in accordance with 36 CFR 1228.270. (N1-406-08-7/2)

A hard copy of the documentation is kept in the Information Technology Division (HAIM-40).
