1. PURPOSE. To issue revised pages to the FHWA Delegations and Organization Manual.

2. EXPLANATION OF CHANGES. Part I (Delegations of Authority), Chapter 3 (Reservations), Section 2 (Reservations by the Administrator) and Chapter 5 (Federal Aid), Section 3 (Engineering and Operations) are changed to redelegate the authority, which was previously reserved to the Administrator, to the Associate Administrator for Program Development to approve Federal participation in a previously incurred cost, at the request of the State concerned and in accordance with the provisions of 23 CFR 1.9.
