FHWA DELEGATIONS AND ORGANIZATION MANUAL

  1. PURPOSE. To issue revised pages to the FHWA Delegations and Organization Manual.

  2. EXPLANATION OF CHANGES. The following changes have occurred in Part II (Organization), Chapter 8 (Office of Administration):

    1. Section 3 (Office of Fiscal Services), the Office of Fiscal Services is retitled as the Office of Budget and Finance; the Apportionment Analysis Team is established to focus on apportionment formulas during reauthorization of the Federal-aid program; the Financial Accounting, Policy, and Operations Division is retitled as the Finance Division and; the Program Analysis Division is abolished. Realignment of the functions that were previously performed by the abolished Program Analysis Division is as follows: (a) distribution and monitoring of Federal-aid funds to the States, as apportioned by the Federal Highway Administrator, are transferred to the Budget Division; (b) duties associated with the Financial Management Information System are transferred to the retitled Finance Division; and (c) analysis of Federal-aid highway apportionment formulas and related technical support to Congress are transferred to the newly established Apportionment Analysis Team. Additionally, the Federal-aid Financial Management Division's functions are revised to reflect responsibility as the lead office for FHWA's cross-cutting innovative finance initiatives.

    2. Section 4 (Office of Information and Management Services), the Organization and Management Programs Division is retitled as the Management Programs and Analysis Division, and the Information Resources and Analysis Division is abolished. Functions currently performed by the abolished Information Resources and Analysis Division are transferred as follows: (a) management consulting and studies, Governmentwide initiatives (e.g., Urban Youth Corps, NationalPerformance Review, internal controls under Federal Managers' Financial Integrity Act), and records management are transferred to the newly retitled Management Programs and Analysis Division, and (b) all IRM-related activities such as policy, planning, budget, training coordination, conference planning, electronic recordkeeping system pilots, video teleconferencing, computer security, and information management committee support are transferred to the Information Programs and Systems Division. Additionally, the mail management function is transferred out of the Management Programs and Analysis Division to the Management Services Division.

    3. Section 5 (Office of Acquisition Management), the Advance Acquisition Planning Team and the Technical Policy Team are abolished, and the Program Office Liaison Division is established. Functions of the abolished teams are transferred to the newly established Program Office Liaison Division.
