1. What is the purpose of this update? This update to Part 1 (Delegations of Authority), Chapter 2 (Order of Succession), of the FHWA Delegations and Organization Manual provides the approved order of succession to the position of Federal Highway Administrator and requires development of similar orders of succession to other key positions within the Federal Highway Administration.

2. What are the most important changes?

   1. Paragraph 2, subparagraph 2a (Washington Headquarters Officials), is revised to show the approved order of succession for Washington Headquarters officials to succeed to the position of Administrator under certain conditions.

   2. Paragraph 2, subparagraph 2b (retitled Directors of Field Services), is revised to show the approved order of succession for directors of field services to succeed to the position of Administrator when Washington Headquarters designees are unavailable.

   3. Paragraph 3 is changed to simplify and clarify the criteria for eligibility for succession to the position of Administrator.

   4. New paragraphs 4 and 5 are added (deleting old paragraphs 4 through 8). Paragraph 4 identifies authorities delegated from the Administrator during special circumstances resulting from disasters or national security crises, while paragraph 5 requires that each CBU program manager, SBU director, Washington Headquarters office director, director of field services, resource center manager, division administrator, and FLH division engineer prepare a similar order of succession to a specified depth of positions.

   5. The entire chapter has been redrafted in plain language format and minor editorial changes not listed here have also been made.
