1. What is the purpose of this change? This change documents the establishment of the Transportation Infrastructure Finance and Innovation Act (TIFIA) Joint Program Office (JPO) within the Administration Service Business Unit's (SBU) Office of Budget and Finance. The Secretary approved the establishment of this office on January 18, 2001 (DOT 1100.63B, Chg. 3). The TIFIA JPO, a multi-modal organizational element located within the FHWA, administers the Federal credit program authorized by TIFIA, in cooperation with the Office of the Secretary, the Federal Transit Administration, and the Federal Railroad Administration. The TIFIA JPO has a departmentwide role which is overseen by the Assistant Secretary for Budget and Programs and the TIFIA Credit Council (previously known as the TIFIA Steering Committee).

2. Which part of FHWA Order M 1100.1A is being updated? This change amends Part II (Organization and Functions) as follows.

1. The Table of Contents, under Chapter 15 (Administration Service Business Unit), Section 3 (Office of Budget and Finance), is revised to add Section 3d reflecting the TIFIA JPO.

2. The FHWA organization chart, Figure 1-1 in Chapter 1 (General), is revised to reflect the TIFIA JPO as an organizational element within the Office of Budget and Finance and its relationship to the Assistant Secretary for Budget and Programs and the TIFIA Credit Council.

3. Chapter 15 (Administration Service Business Unit), Section 1 (Director) and Section 3 (Office of Budget and Finance), is revised to reflect the TIFIA JPO functions. Section 3d (Transportation Infrastructure Finance and Innovation Act (TIFIA) Joint Program Office (JPO)) is added. Also, the Administration SBU's organization chart (Figure 15-1) is revised to reflect the TIFIA JPO.
