  1. What is the purpose of this change? This change documents the approved order of succession to the position of Federal Highway Administrator.

  2. Which part of FHWA Order M 1100.1A is being updated? This Order makes changes to Part I (Delegations of Authority), Chapter 2 (Order of Succession).

  3. What changes are included in this Order? Changes to Chapter 2 are as follows:

    1. The terms "Headquarters Office" and "Headquarters Officials" are added in place of "Washington Headquarters" and "Washington Headquarters Officials" throughout the document.


    2. Paragraph 2a is revised to show the following order of succession to the position of Federal Highway Administrator: (1) Deputy Federal Highway Administrator; (2) Executive Director; (3) Director of Research, Development, and Technology; (4) Program Manager, Infrastructure; (5) Program Manager, Federal Lands Highway; (6) Program Manager, Operations; (7) Program Manager, Planning and Environment; (8) Program Manager, Safety; (9) Director of Policy; (10) Director of Administration; (11) Chief Counsel; (12) Director of Field Services - East; (13) Director of Field Services - Midwest; (14) Director of Field Services - South; (15) Director of Field Services - West; (16) Director of Public Affairs; (17) Director of Corporate Management; (18) Director of Professional Development; and (19) Director of Civil Rights.


    3. A new paragraph 2b is included to read: "Directors of Field Services. Any Director of Field Services succeeding to the position of Acting Administrator may discharge the duties of that office from his/her location at the time of succession, until it is possible to relocate to the Headquarters Office."


    4. To clarify eligibility for succession to the position of Federal Highway Administrator, the following sentences are added to paragraph 3: "Only officials specifically designated in the approved order of succession are eligible. Persons appointed on an acting basis, or on some other temporary basis, are ineligible to serve as a successor; therefore, the order of succession would fall to the next designated official in the approved order of succession."
