  1. What is the purpose of this change? This change documents the reorganization and retitling of the former Office of Planning and Environment, which is now the Office of Planning, Environment, and Realty.

  2. Which parts of FHWA Order M 1100.1A are being updated? The Introduction and Part II (Organization and Functions) are revised. Part II includes a revised Table of Contents, FHWA organization chart (Figure 1-1), and mission and function statements for Chapter 3 (now titled Planning, Environment, and Realty). In addition, minor updates are made in various other chapters to reflect the new organizational titles, i.e., some organizational references have been updated in Chapter 4 (Office of Infrastructure), Chapter 5 (Office of Operations), Chapter 8 (Office of Policy), Chapter 13 (Office of Research, Development, and Technology), and Chapter 15 (Office of Administration).

  3. What changes are included in this Order? The more substantive changes to the Manual are as follows.

    1. The former Office of Planning and Environment is retitled as the Office of Planning, Environment, and Realty, and is restructured from six to five offices: Planning, Interstate and Border Planning, Project Development and Environmental Review, Natural and Human Environment, and Real Estate Services. All office titles are new except for the latter one.

    2. The metropolitan and statewide planning functions are merged and placed under the new Office of Planning. These functions previously came under the former Office of Metropolitan Planning and Programs and the Office of Intermodal and Statewide Programs.

    3. The former Office of Intermodal and Statewide Programs has evolved into the new Office of Interstate and Border Planning.

    4. The Office of Natural Environment is retitled as the Office of Natural and Human Environment. The former Office of Human Environment is eliminated, and its functions merged into the Office of Natural and Human Environment and the other offices.
