  1. What is the purpose of this change?  This Order is updated to reflect that the Intelligent Transportation Systems (ITS) Joint Program Office (JPO), which was previously located in the Office of Operations, has moved to FHWA’s Office of the Administrator. Refer to DOT Order 1100.63B, Change 11, which was signed by the Secretary on November 14, 2003. The Program Manager for the ITS JPO provides executive direction over the ITS JPO’s activities, reports to and advises the Deputy Secretary of Transportation and the FHWA Administrator, and provides advice to the ITS Management Council. The ITS JPO continues its departmentwide role as DOT’s primary advocate and national leader for the ITS research and deployment program. Also, FHWA’s mission and vision statements and narrative on the composition of the Office of the Administrator are added. The FHWA’s organization chart and narrative are revised accordingly. In addition, the Manual is revised to reflect that the FHWA Resource Center has 11 Technical Service Teams (TST), i.e., the Civil Rights TST in the Baltimore location is added. Minor editorial changes are also made to the FHWA Resource Center narrative.

  2. Which parts of FHWA Order M 1100.1A are being updated?  The Introduction and Part II (Organization and Functions), Chapter 1 (General) [organization chart only], Chapter 2 (Office of the Administrator), and Chapter 16 (FHWA Resource Center and Division Offices) are revised.
