What is the purpose of this change?
This change establishes the Assistance Agreements, Simplified Acquisitions, and Interagency Agreements Division as a fourth division within the Office of Administration's Office of Acquisition Management. As its name implies, the new division is responsible for the award and administration of discretionary assistance (grant/cooperative agreement) activities that are administered by Headquarters, simplified acquisitions, and interagency/reimbursable agreements. Responsibility for these specialized acquisition areas was previously spread across the other divisions, i.e., simplified acquisition services were provided by the Program Office Liaison Division, which is retitled as shown below, and grants and cooperative agreements services were provided by the Research and Special Programs Division and the Highway Support Services Division. Separating out the specialized acquisition areas, which are subject to a different set of regulations and policies than those applied to large contracts, and consolidating them under the new division will enhance the entire office's ability to more effectively provide a wide variety of contracting and assistance services to the Federal Highway Administration (FHWA).
In addition, this change documents an earlier transfer of functions between two Office of Administration offices, i.e., the transfer of the FHWA Purchase Card Program from the Office of Budget and Finance to the Office of Acquisition Management.
This change also retitles the Program Office Liaison Division as the Acquisition Policy and Analysis Division.
