  1. What is the purpose of this change? This change contains updated mission and function statements for the Office of Policy, which is retitled the Office of Policy and Governmental Affairs, and its offices. These changes clarify their functions, and better align their organizational structure with the Office of the Secretary’s policy and governmental affairs offices. The more substantive changes are as follows:

    1. The head of the Office of Policy and Governmental Affairs is titled as the Associate Administrator for Policy and Governmental Affairs. Also, the immediate office of the Associate Administrator has assumed responsibility as FHWA’s principal congressional liaison, a function that was previously performed by its Office of Legislation and Strategic Planning, which is retitled as stated below.

    2. The Office of Legislation and Strategic Planning is retitled as the Office of Legislative and Governmental Affairs. The Office Director’s position is retitled as the Deputy Associate Administrator for the Office of Policy and Governmental Affairs. Narrative is added regarding the office’s responsibility in the area of intergovernmental affairs and the preparation of official executive briefings for the Secretary, Deputy Secretary, and the FHWA Administrator. Also, the functional statements for the Office of Legislative and Governmental Affairs are updated to document that the office has overall responsibility for FHWA’s performance planning function.

    3. The FHWA no longer provides the Headquarters functions of the Pan American Institute of Highways, and therefore that language is deleted from the Office of International Programs’ functional statements.

    4. The FHWA’s organization chart and narrative are revised to reflect the above changes and several other minor technical and editorial revisions.

  2. Which parts of FHWA Order M 1100.1A are being updated? Updated parts of the Manual include the Introduction and Part II (Organization and Functions), i.e., the Table of Contents and Chapter 8 (now titled the Office of Policy and Governmental Affairs).
