  1. What is the purpose of this change? The Office of Federal Lands Highway's (FLH) Headquarters element has reorganized to enhance its ability to develop and execute a stewardship and oversight program review function, and to streamline its program delivery and administration activities. In order to accomplish these goals, an Office of Policy and Program Review is established and will focus on stewardship and oversight activities, including program and process reviews. This office will also assume responsibility for several crosscutting functions, e.g., procurement, finance, and civil rights. In addition, the Office of Program Development will strengthen its focus on the Federal Land Management Agencies and the various funding sources, including measures for ensuring accountability of FLH-administered program funds. The FHWA organization chart and the FLH functional statements are revised accordingly.

    In addition to the establishment of the Office of Policy and Program Review, new function statements that relate to the responsibilities of the Office of Federal Lands Highway in connection with Stewardship and Oversight, Transportation Planning and Program Evaluation have been added.

    Minor editorial changes have been made to a number of sections.
