  1. What is the purpose of this change? This Order is updated to reflect the establishment of the Office of Budget and Finance as a separate office at the Associate Administrator level, and to retitle this new office as the Office of the Chief Financial Officer. The head of this office, the Chief Financial Officer, will report directly to the Administrator for all matters. This organizational change, which closely mirrors the structure of other large operating administrations and private corporations, demonstrates recognition of the importance of strong financial management by strengthening financial management and oversight and improving program and financial accountability (refer to DOT Order 1100.63B, Change 17, which was signed by the Secretary on October 13, 2005).

    The more substantive changes are as follows:

    1. All references to the Office of Budget and Finance in the Office of Administration’s mission and function statements are removed.
    2. The Office of Budget and Finance is retitled the Offfice of the Chief Financial Officer, and the position of Chief Financial Officer (formerly the Director, Office of Budget and Finance) is established at the Associate Administrator level.
    3. A new Senior Executive Service position, the Deputy Chief Financial Officer/Chief Budget Officer, is established.
    4. The FHWA’s organization chart and narrative are revised to reflect the necessary changes.

    The mission and function statements for the Office of the Chief Financial Officer are substantially unchanged from those that were previously associated with the Office of Budget and Finance.

  2. Which parts of FHWA Order M 1100.1A are being updated? Updated parts of the Manual include the Introduction, the Table of Contents, the FHWA Organization Chart and Part II (Organization and Functions), Chapter 15 (Office of Administration) and Chapter 14 (Office of the Chief Financial Officer).
