  1. What is the purpose of this change?
    1. The Office of Acquisition Management currently provides acquisition services through the Acquisition Policy and Analysis Division and three operational divisions: the Research and Special Programs Division, the Highway Support Services Division, and the Assistance Agreements, Simplified Acquisitions, and Interagency Agreements Division.

    2. This change will consolidate the three existing operational Divisions into two Divisions: the Contracting Operations Division and the Assistance Agreements and Acquisition Services Division. The Contracting Operations Division will focus exclusively on large, complex contracts for specific program offices, while the Assistance Agreement and Acquisition Services Division will serve as the single point of action for all headquarters based assistance agreements, simplified acquisitions, and reimbursable agreements.

    3. This change will also create the position of the Senior Acquisition Advisor, who will be responsible for providing strategic support and advice on various procurement-related issues.

    4. It is anticipated that this change will improve efficiency and consistency in the delivery of acquisition services as well as create improved opportunities for staffing and workload flexibility to meet changing program office requirements.
