  1. What is the purpose of this change? The purpose of this change is to internally restructure the Office of the Chief Financial Officer (OCFO) by realigning and reemphasizing the responsibility for selected functions within the OCFO to strengthen the internal operations of the OCFO and its support of field and Headquarters offices. Actions taken as part of this change include:

    1. The Budget Division is retitled as the Office of Budget.

    2. The Finance Division is retitled as the Office of Financial Services.

    3. The Federal-aid Financial Management Division is retitled as the Office of Financial Management.

    4. Additionally, responsibility for administering the Agency’s nationwide highway project reporting system, the Fiscal Management Information System (FMIS) is transferred from the former Finance Division to the Office of Financial Management.

    5. The FHWA organization chart and the OCFO functional statements are revised accordingly.

    6. Minor editorial changes have also been made to a number of sections.
