1. What is the purpose of this change? This change consolidates the Office of Program Development and Evaluation, the Office of Research and Technology Services, and the Office of Corporate Research and Technology into a single Office titled, Office of Corporate Research, Technology, and Innovation Management within FHWA's Office of Research, Development, and Technology (RD&T).

   The new organizational structure integrates and streamlines support for the Research and Technology Leadership Team's efforts to ensure a corporate approach to the FHWA Research and Technology (R&T) Program. It is better aligned to develop and facilitate strategies that help the Agency's R&T Program act corporately to identify and address current and future needs of the transportation system.

   This FHWA manual change documents the organization change within the Office of RD&T that was approved by the Secretary of Transportation on August 1.
