  1. What is the purpose of this transmittal? This transmittal revises Part 1, Chapter 1, Section 2 (Maintenance of Personnel Records) of the Federal Highway Administration (FHWA) Personnel Management Manual (PMM).

  2. What are the major changes? This section updates the information regarding the maintenance of personnel records in accordance with Office of Personnel Management (OPM) and the National Archives and Records Administration (NARA) regulations. Several Internet links were added to the reference section, and some of the management and office titles have been updated.
