1. What is the purpose of this transmittal? This transmittal revises Part 1, Chapter 3, Section 5 (Reemployment Rights, Return Rights, and Special Selection Consideration Programs) of the Federal Highway Administration (FHWA) Personnel Management Manual.

2. What are the changes? This section has been revised to incorporate the provisions of regulations pertaining to FHWA’s career transition assistance plans (CTAP) for local surplus and displaced employees as well as the interagency career transition assistance plans (ICTAP) for displaced employees.
