  1. What is the purpose of this transmittal? This transmittal revises Part 1, Chapter 6, Section 1 (Determining Rate of Basic Pay), Subsection 1 (Advanced-in-Hiring Rates Based on Superior Qualifications) of the Federal Highway Administration (FHWA) Personnel Management Manual (PMM).

  2. What are the changes? This PMM subsection has been revised to reflect changes in Title 5, Code of Federal Regulations (CFR), that have occurred since the previous issuance of this subsection on June 28, 1996.
