  1. What is the purpose of this transmittal? This transmittal revises Part 1, Chapter 4 (Personnel Suitability/Security Program) of the Federal Highway Administration (FHWA) Personnel Management Manual (PMM).

  2. What are the major changes? This chapter has been revised to update the information in the existing chapter regarding the need for background investigations for FHWA employees. This update also adds information concerning the need for background investigations of FHWA's contractors.
