  1. What is the purpose of this transmittal? This transmittal revises Part 1, Chapter 10 (Retirement, Insurance, and Income Protection) of the Federal Highway Administration (FHWA) Personnel Management Manual (PMM).

  2. What are the major changes? This chapter has been revised to update the information in the two existing sections regarding On-the-Job Injury Compensation (now Workers’ Compensation) and Death Compensation. Also, four sections, i.e., Health Benefits, Life Insurance, Civil Service Retirement System (CSRS), and Federal Employees Retirement System (FERS), that were included in the PMM prior to its reissuance in 1996 have been reinstated in Chapter 10, and three new sections, i.e., Federal Long Term Care Insurance, Flexible Spending Account, and Wellness Programs, have been added to this chapter.
