  1. What is the purpose of this transmittal? This transmittal revises Part 1, Chapter 9, Sections 1-4 (Awards and Employee Recognition) of the Federal Highway Administration (FHWA) Personnel Management Manual (PMM).

  2. What are the major changes? This chapter has been revised to update the information in the existing sections regarding employee recognition programs within FHWA. This includes changes to some of the management officials' titles and office titles, definitions, and questions associated with the Awards and Recognition Program. The previous Section 2 has been deleted. The information previously contained in Section 2 has been incorporated into Section 1. A new Section 2, Employee Suggestion Program, has been added.
