  1. What is the purpose of this Transmittal? This document revises Part 1, Chapter 8 (Hours of Work), Section 1 (General) and Section 2 (Alternative Work Schedules) of the FHWA Personnel Management Manual (PMM).

  2. What are the major changes? These PMM sections provide updated general policies on hours of work, and an expansion of the Flexible Work Schedule program in the Federal Highway Administration.
