What is the purpose of this transmittal? This transmittal revises Part 1, Chapter 3, Section 1 (Merit Promotion Plan) of the Federal Highway Administration (FHWA) Personnel Management Manual (PMM). What are the changes? This section has been revised to reflect changes in the merit promotion program as a result of implementing an automated staffing system (the Department of Transportation Careers In Motion program) and the conversion of the Technical Career Tracks promotion program to that of a technical career development program.
