  1. What is the purpose of this transmittal? This transmittal revises Part 1, Chapter 2, Section 2 (Student Educational Employment Program) of the FHWA Personnel Management Manual.

  2. What are the changes? This directive cancels FHWA Personnel Management Manual Part 1, Chapter 2, Section 1, Summer Employment Program and Section 2, Student Educational Employment Program, dated June 28, 1996. Information from Section 1 and Section 2 has been combined. This chapter has been revised to update the information regarding the Student Educational Employment Program in accordance with OPM regulations. The Student Educational Employment Program replaces the old Federal Student Employment Program by consolidating four programs: Cooperative Education Program; Junior Fellowship Program; Stay-in-School Program; and the Harry S. Truman Scholarship Program. Changes also include definitions and questions associated with the Student Employment Program.
