1. What is the purpose of this transmittal? This transmittal revises Part 1, Chapter 2, Section 4 (Affirmative Action Program for the Hiring, Placement, and Advancement of Persons with Disabilities) of the Federal Highway Administration (FHWA) Personnel Management Manual (PMM).

2. What are the major changes? This chapter has been revised to update the information regarding the Affirmative Action Program for the Hiring, Placement, and Advancement of Persons with Disabilities in accordance with the Office of Personnel Management (OPM) regulations. This section number has been changed to Section 3 due to elimination of one section from this chapter. The Internet links were added to the reference section. Changes also include additional references, definitions and resources associated with the Affirmative Action Program for the Hiring, Placement, and Advancement of Persons with Disabilities. Minor changes were made throughout the section.
