  1. What is the purpose of this transmittal? This transmittal revises Part 1, Chapter 3, Section 3 (Assignment and Utilization of Employees, Detail of Employees), of the FHWA Personnel Management Manual (PMM).

  2. What are the changes? This PMM section has been revised to reflect changes in Title 5, Code of Federal Regulations (CFR), dated June 28, 1996. The format has been updated and revised to reflect these changes.
