FHWA Records Disposition Manual
Federal-aid Division Offices

CHAPTER 7

This schedule covers Research and Technology Transfer records maintained in the Federal-aid Divisions (field offices) of the Federal Highway Administration and reflects disposition authorities granted under N1-406-09-22 and the General Records Schedules (GRS).  This schedule is media neutral, i.e., the disposition instructions apply to the described records in all media (including electronic information), unless the schedule identifies a specific medium for a specific series.  For administrative records not covered below, field offices will follow the FHWA Records Disposition Schedule for Field Office Administrative Records in Chapter 1 and the GRS.

 

RNTT 1 Administrative Research File.
Copies of contracts let through the Washington RD&T Offices, and related correspondence used by Research Engineers for reference. (GRS 1.1, item 011)

DISPOSITION: Destroy when business use ceases.

 

RNTT 2 Asphalt and Pavement Research Files.
Correspondence, projects coordination of the drafts with the State on joint repairs, and other data on subjects such as recycling, workshop design concepts, etc, which concern construction techniques, and design and maintenance of pavements.  (N1-406-09-22/1)

DISPOSITION: Cut off files at end of fiscal year.  Destroy 5 years after cutoff.

 

RNTT 3 Completed Statewide Planning Research (SPR) Contract Files. Completed contracts, final reports and related background material on contract work that had been done under SPR contract.  (N1-406-09-22/2)

DISPOSITION: Place in inactive file after completion of contract.  Cut off inactive file at end of fiscal year.  Destroy 3 years after cutoff.

 

RNTT 4 Delineation (Signing and Pavement Marking) Files.
Correspon­dence, contracts, reports, and coordinations that relate to paint striping, breakaway barricades, pavement marking materials, pavement marker removal, grooved striping, permanent and temporary signing, and other surface preparations.  (N1-406-09-22/3)

DISPOSITION: Cut off at end of fiscal year.  Destroy 5 years after cutoff.

 

RNTT 5 RESERVED.

 

RNTT 6 Statewide Planning Research Files.
Reviews and comments, technical data, studies, drafts, minutes of meetings, backĀ¬ground material, budget estimates, monthly narrative and expenditure reports, equipment listings, final reports, approval letters, and correspondence pertaining to highway construction studies and other related documents pertaining to the operations and appropriation of funds. Include initial proposals from States, work plans, general correspondence, and project statements for all States. (N1-406-09-22/4)

  1. Approval letters and final reports. (N1-406-09-22/4a)

    DISPOSITION: Transfer to Federal Records Center (FRC) when final reports are made. Destroy 5 years after final report is made.

  2. All other materials. (N1-406-09-22/4b)

    DISPOSITION: Destroy when no longer needed for business needs.

     

RNTT 7 Highway Planning Research Study Files. See RNTT 6.

RNTT 8 Pavement Files. See RNTT 2.

 

RNTT 9 Reference Files.
Copies of information not otherwise classified and used as ready reference on subjects of current or ongoing interest. These files may contain copies of publications, directives, pictures, correspondence and the like. Official file copies are not to be placed in these files nor are the files to be considered pending files where official file copies are kept on a tentative basis.  (Non-record material)

DISPOSITION: Destroy when no longer needed.

 

RNTT 10 Research Correspondence.
 Correspondence documenting the interpretation, administration, and execution of the various research and development functions of the Federal-aid highway program, including the technology transfer program and demonstration projects; and information concerning the projects offered.  (N1-406-09-22/5)

DISPOSITION: Cut off files at end of fiscal year.  Destroy 3 years after cutoff.

 

RNTT 11 Research Projects.
Individual research projects being administered by the State highway agency and funded by Federal funds.  Correspondence, copies of agreements, progress reports, draft reports, and final reports are included.  (N1-406-09-22/6)

DISPOSITION: Transfer to FRC 5 years after reports are completed.  Destroy when 10 years old.

 

RNTT 12 Recycling and Reuse Files (Formerly Waste Material Utilization Files).
Files concerning the use of waste material such as fly ash in highway construction. (N1-406-09-22/7)

DISPOSITION: Cut off at end of fiscal year. Destroy 5 years after cutoff.

 

RNTT 13 Transportation Pooled Fund Studies.
Includes correspondence relating to fund transfers, transfer forms, lead agency letters and memos, and transfer request emails related to State highway agency requests for transferring SPR funds to sponsoring agencies.  (N1-406-09-22/8)

DISPOSITION: Cut off at end of fiscal year in which the contract is completed.  Destroy 10 years after cutoff.

 

RNTT 14 Local Technical Assistance Program (LTAP) Files.
Include correspondence relating to the annual work program for LTAP, State highway agency annual LTAP work program submittals, and Division approval letters.  (N1-406-09-22/9)

DISPOSITION: Cut off at end of fiscal year.  Destroy 5 years after cutoff.
