The process started with the Centers and Corridors Plan (1994), which established a future land use and transportation vision for the metro area, based on five corridors. It was followed by the 2015 Plan (1997) and the 2025 Integrated Transit/Land Use Plan (1998), which spelled out details of a proposed rapid transit system and supporting land use. On a parallel track, a set of Smart Growth Principles were established in 2001, and the General Development Policies Update was adopted in 2003 to promote transit supportive development. Three related transit initiatives followed the Transit/Land Use Plan, including passage of a Sales Tax Referendum (1998), and establishing a Metropolitan Transit Commission and the Charlotte Area Transit System (CATS), both in 1999. In 2001, Transit Area Station Principles were developed to seat a framework for station area plans and transit-oriented development, followed by Transit Station Area Plans (draft plans for eleven stations outside Uptown) in 2003. Additional implementation tools and strategies were then developed, including Joint Development Principles and Policy Guidelines (2003), Transit Oriented Development (TOD) Zoning for development around station areas (2003), and the South Corridor Infrastructure Program (SCIP), a $50 million bond funding program to improve access to transit stations, and make areas more viable for economic development. The SCIP Plans were completed in 2003, with construction completed in 2006. The flowchart concludes with a box noting that there will continue to be future implementation of transit-supportive development.
