Civil Rights

The Civil Rights Specialists provide technical assistance, support and guidance to MnDOT in carrying out an effective civil rights program. The objective is toCivil Rights Mission Statement of the Federal Highway Administration: To protect the rights of those employed in, benefitting from, or affected by FHWA or the programs, activities of its recipients, sub-recipients, or contractors. ensure fair and equitable treatment of all persons employed by MnDOT or affected by its activities. The civil rights program is cross cutting and encompasses all program areas, including planning, environment, right-of-way, and construction.

The Civil Rights Specialists ensure statewide compliance with MnDOT's federal non- discrimination and affirmative action obligations as a condition of continued federal funding for highway construction. Major areas of responsibility include the Disadvantaged Business Enterprise (DBE) Program, Contract Compliance, On-The-Job Training, Title VI Non-Discrimination, Affirmative Action, and Native American Issues.
