The
Construction program in Minnesota is a functionally based program with a major emphasis in the areas of planning, environment, design
and fiscal compliances as related to project specific issues, project authorizations, contract provisions, innovative construction
methods, administrative procedures, streamlining documentation, and applicable policies related to Federal-aid design and construction contracts.
Other areas include reporting and detecting fraud in all phases of the contract award process, compliance issues
with the Freedom of Information Act and involvement at a national level with the AASHTO subcommittee on Construction.
