Research & Technology Transfer

The Minnesota Division is responsible for carrying out the Federal State Planning and Research Program (SPR) and the Local Technical Assistance Program (LTAP) in our state. Aerial view of highway

The SPR Program provides an avenue for State Departments of Transportation to solve mutual transportation issues through research in the pooled fund study process. The Minnesota Department of Transportation (MnDOT) Office of Research and Strategic Services organizes SPR pooled fund studies for Minnesota.

The LTAP provides local transportation agencies access to modern highway technology, assists the development and expansion of their expertise in roads and transportation, and promotes effective cooperation among federal government, state governments, local governments, and technology transfer centers.

The Center for Transportation Studies (CTS) at the University of Minnesota, in cooperation with the FHWA, MnDOT, and local agencies, creates LTAP courses and workshops that meet the needs of local transportation agencies.
