The Realty Officer administers the Federal-aid Right-of-Way program in Minnesota. He ensures that the Minnesota Department of Transportation (MnDOT) carries out its right-of-way acquisition activities on federal-aid projects in accordance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended. Associated federal regulations which guide right-of-way acquisition are found in 49 CFR Part 24 and 23 CFR Part 710. In essence, these regulations require an acquiring agency to complete and review an appraisal of the property to be acquired, offer fair market value to the property owner, and provide relocation assistance, as warranted.
