- Could project affect an NRI river?
- If yes, go to #6.
- If no, go to #14.
- Could project have an adverse effect?
- If yes, go to #7.
- If no, go to #14.
- Could project foreclose options to classify any portion as a WSR?
- If yes, go to #8.
- If no, go to #14.
- Incorporate avoidance/mitigation measures to maximum extent. Go to #14.
- Section 7 evaluation under "direct and adverse" standard. Go to #12.
- Section 7 evaluation under "invade the area or unreasonably diminish" standard. Go to #12.

- Objection?
- If yes, go to #13.
- If no, go to #14.
- Revise plans?
